save discipline for serious employee misconduct

i suggest that the governor get involved and in fact do a study on why the labor relations dept of the ny state dept of corrections makes everything a notice of discipline instead of just talking and correcting employees on the facility level. this has increased 10 fold over the last ten years. its pretty obvious that they are creating job security for themselves. N.O.Ds cost millions a year on overtime of witness employees, missed work hours and travel. reserve them for Serious misconduct. i have seen more and more of them dismissed by arbitrators who saw clearly that it wasnt warrented or should have been handled in house, that after wasting money on hearings for monthes..another waste going on everyday.
