eliminate useless level of bureaucracy

The Division of Disability Determinations of the Office of Temporary and Disability Assistance has an whole level of useless bureaucracy in the Grade 27 assistant managers. These Grade 27's have no real purpose in advancing the mission of the agency. They are assigned tasks in an ad hoc manner, tasks such as assigning claims to analysts and compiling lists of those who can perform overtime, tasks that would more effectively and efficiently done by a grade 6 clerk. The grade 27 position is a "booby prize" for those who do not make it to or as a Grade 31, production center manager. It is a 'feel good" position for a group of individuals who have an inflated sense of their own importance and of entitlement. The grade 31 position had formerly been a grade 29, but was upgraded in a classic case of a bureaucracy feathering its own nest.., Eliminating this needless level of bureaucracy would save the Taxpayers a lot of money without a concommitant decrease in service to the disabled public of New York State ..
