Admit that State health and pension plans are insufficiently funded. And the $ that was there, was borrowed and spent to cover annual shortfalls. This is a loaded gun pointed at future legislatures. We cannot continue to fund NYS Cadillac health and benefit plans when NYS is broke and massively in debt.
