I am a 23 year old mother of a 13 month old little boy. I feel that this work program is an excellent idea! Joanne could do her own investigation because her two boys were teenagers at the time. What about mothers like myself who have a toddler at home and cannot leave their young children to go investigate the fathers who are working off the books? This work program would benefit mothers like myself so we could give our children everything that they deserve without giving up the time we get to spend together with them. As parents our main concern is and always will be in "the best interest of our children".
